Summary
A little good but much more bad has been offered for the Clean Water Act’s 404 program by the Army Corps of Engineers in May 12, 1983 proposals to amend its permit regulations, 48 Fed. Reg. 21465 (“May 12 Proposals”). This article addresses three of the many kinds of issues raised.
