Summary
Contrary to popular belief, farmed and "prior converted" wetlands do perform important ecological functions. Given these functions, and the role of the Federal Water Pollution Control Act to preserve them, the Army Corps of Engineers has erred in recently exempting PC wetlands from protection under §404 of the FWPCA.
