Summary
In 1978, a group of citizens requested Public Intervenor assistance in challenging an application to the United States Army Corps of Engineers for a permit under Section 404 of the Clean Water Act (CWA) to fill wetlands adjacent to Swan Lake, Columbia County, Wisconsin. The public intervenor assisted the citizens in opposing the fill application.
