Hurricane Katrina's Challenge to the American Status Quo

Some may argue that the U.S. Army Corps of Engineers’ administration of the Clean Water Act §404 program may be deleterious to wetlands. Below, the author suggests that an independent panel of experts should oversee the §404 process to make sure intensive research and deliberation is completed before wetlands are altered or destroyed.
