Morphing Maine's In-Lieu-Fee Program From a Pre- to a Post-Mitigation Rule Program

Maine has an established in-lieu-fee (ILF) program, the Maine Natural Resources Conservation Program (MNRCP), which pre-dates the 2008 Mitigation Rule. The state is working to bring the program into compliance with the Rule. The process of morphing from an old instrument to a new one has resulted in improvements to the process, which extend beyond just coming into compliance.
