No Net Loss: The States' Views

Summary

Wetland managers at the state and local levels throughout the nation are seeking to define the no net loss goal and translate it into policy. Indeed, the metamorphosis of this often-cited goal into state and/or federal legislation, regulations, or executive orders is on the minds of all those involved in wetland issues. Therefore, in an effort to draw together and expand upon the ideas and experiences of wetland professionals across the country, the Association of State Wetland Managers conducted two meetings during the month of November 1989 to discuss what the no net loss goal means for state and local governments. The first meeting was held in Washington, DC, and hosted by the National Wildlife Federation; the second was held in Manchester, New Hampshire, and hosted by the New Hampshire Wetlands Board. The meetings were filled to capacity with nearly 400 people representing over 40 states. Representatives from nonprofit organizations, the development sector, consulting firms, and federal agencies also attended.
