Paying for Wetlands: Benefits, Bribes, Taxes

Wetlands provide a wealth of benefits, but there is no "free lunch": someone always pays. Because many wetlands can generate higher private economic returns if converted to other uses, landowners who preserve wetlands incur a cost. This article examines the costs of a proposed wetland tax credit as an alternative to paying landowners to preserve wetlands.
