The Role of the Developer in Greenway Acquisition

Early in 1987, the President's Commission on America's Outdoors recommended that a nationwide system of greenways be established through a "prairie fire" of government and private action. Leaders throughout the nation have greeted the concept with enthusiasm; indeed, much of today's discussion of open space preservation and land-use planning revolves around greenways. But who will buy the millions of acres of land needed to fulfill the greenway vision, and with what resources?
