Section 404 Delegation: A Rebuttal to Governor Kean

Although I admire and comment Governor Kean's various contributions over the years to wetlands protection, his reply to my article tended to obfuscate my positions. Moreover, the Governor failed to address the central issues I raised regarding the National Wetlands Policy Forum's recommendations for the transfer of the Federal Water Pollution Control Act §404 to the states.
