This is a companion paper to ELI’s 2023 report, Ventilation in Schools, which discusses state policy strategies for addressing school ventilation as part of general facility operations and during infectious disease emergencies. Funding for ventilation assessments, upgrades, and maintenance is one essential strategy for enabling schools to meet state regulatory obligations and sustain IAQ improvements into the future.
This paper describes in detail several financial assistance policies highlighted in the main report. It discusses and illustrates how some states used legislation, administrative rules, and agency guidance to establish and implement dedicated funding programs for school ventilation projects to help schools achieve significant, equitable reductions of the health risks associated with inadequate ventilation and filtration.
